Not sure about Tinder, but Bumble definitely does. I turned off my profile for a couple months and was still getting matches. I don't think anyone would blame you for saying something, but personally I would just stay well out of it in the absence of concrete irrefutable proof that he is actively cheating. If hypothetically if I was in your position and I saw someone on Tinder who I was sure was actively still using it while they were with someone, I still wouldn't get involved because at the end of the day it's not my relationship and I don't know everything that's going on between them nor would I want too.
