This is a reduction of up to 2 tiers in some cases. As an example, if you are driving a M4 Sherman tank tier 5 the range of opponents will be between tiers 3 and 7. These tanks are meant for scouting purposes and will still see matches against higher tiers. Their strength is in their speed, small size, stealth, and spotting ability to help their team to victory. Self-Propelled guns are very powerful and their tier does not accurately reflect this power.
In the meantime, understand that these machines are more powerful than their tier would suggest and you will always be in matches with tanks of higher listed level than you. Which means it'll take a long time to grind everything out to get the next tank in the tech tree. And if you are fully stocked and willing to play in a higher tiered battle, then your XP and credits that you earn will be higher. Which will allow you to advance more quickly. Let the players determine what tier battle they want to be in before you put their tank in some kind of algorithm.

Let the players who get a stock tier 7 tank have a chance to succeed in battle. And for those who play it safe by keeping their tanks stock will only get a minimal reward at the end of the battle. While those who choose to fully stock their tank to play in higher tier battles should get rewarded with better XP and credits. Buttknuckle, on Jul 27 - WG needs to pay the bills. That is really what is needed. Go back to the old MM system for creating matches no strict templates AND also use the current team balancing mechanics. Players get an even spread of top, middle, and bottom tier matches, making those stock tank battles a bit more bearable.

I would give up ever being top tier, if I was never bottom tier. At least the middle tier is competitive both up and down. Of course the best scenario would be bottom tier, the top tier, the bottom tier, then top tier.
Perhaps they should add one more tank to the match and do a 1 tier spread, 8 top and 8 bottom. This is just an off the cuff idea. I would much rather be the middle tier. This is where the concentration of tanks should occur. By making it , the bottom 7 are most often or not fodder for the 3. Case in point, M-4 versus KV3.
